go-vern-ment就是用连字符串起来的Government，即政府，这种写法始创于著名的网络社区“猫扑”，在那里经常会出现这样一些“新生事物”，这么写无非就类似“拆字法”，很多网站都有敏感词汇和字眼的过滤，所以，为了表述清楚方便，又不用错别字来代替，衍生出这么一种写法。
