曾任大连海事大学党委常委、宣传部长、统战部长。
现任河北海事局党组成员、纪检组组长。

中国行政管理学会会员、辽宁省行政管理学会理事、辽宁省管理类专业学位教育指导委员会委员、大连市社科院特约研究员以及《公共管理学报》等学术期刊的审稿人。
