组织机构是指组织发展、完善到一定程度，在其内部形成的结构严密、相对独立， 并彼此传递或转换能量、物质和信息的系统。起源于人类的共同劳动，随着人类社会的发展，尤其是国家的诞生日趋完备、成熟。其任务是协调各种关系，有效地运用每个组织成员的才智，充分发挥组织系统的力量，达成团体的目标。
行政机构
行政组织机构是依法建立的国家公务机构的一种，是为执行一定的方针政策而提供公共服务的社会
单位或
团体。
企业机构
管理幅度和管理层次
管理幅度是指一个人能直接高效地领导下属人数的限度，或称管理面的宽度。如一家企业总共有100人，公司总经理下面直接管理8个部门经理，则该总经理的管理幅度为8人。
管理幅度的意义在于如果没有这个限度，一个人不能直接和有效地领导
指挥成百上千的人，那么所有的
管理职能均集中于老板身上，但老板一个人受精力、体力、时间和知识的限制，被管理的人数太多、面太宽，既管不好，也管不了。管理层次就是在职权等级链上所设置的管理职位的级数。比如说一个企业，从上到下，有
总经理、
总监、
部门经理、
主管、
职员，则管理层次共有五层。
管理幅度和管理层次是两个相对的概念。管理幅度大，则管理层次少；管理幅度小，则管理层次多。
一般而言，在没有系统、管理成熟度低的时候，一个人只能管理6-8个人，即管理幅度只有6-8个人；只有管理成熟度上升了，才能管理足够多甚至无限大的人数。企业需结合纵向职能分工、组织效率的要求、组织不同部分的特点来确定。
指挥管理、任务目标及职责
企业上下级之间应有对应性，一个下级只对一个上级负责，不越级指挥和管理，命令和指挥才存在统一性。同时，既能够让上级了解下属的工作情况，也能够让下属充分理会上司的意图。
各岗位的职责与职权间必须存在对应性。即承担什么样的责任，就应该赋予什么样的权力。比如部门经理承担整个部门管理的职责，就必须给部门经理该部门人员的招聘权、考核权、奖惩权，否则该部门经理难以在部门内建立威信。企业管理组织为了保证完成任务，实现企业的目标，把每一个职工的力量集中起来组成一个整体，而且使各自明确自己的任务，围绕企业的总目标运转。企业组织设计应以事为中心，因事设岗、因岗设人。
要具备一定的弹性
组织结构既要严谨又不能规定过死，需具有一定的弹性，能适应新情况的变化，尤其是需适应企业战略规划的变化。战略决定
组织架构，有什么样的战略就有什么样的组织架构；另一方面，组织架构又支持战略的发展，是实施战略的一项重要工具，一个好的企业战略要通过与企业相适应的组织架构去完成方能起作用。
代码
第一条 为加强对组织机构代码工作的管理，准确反映组织机构的信息，完善社会监督管理体系，根据国家有关规定，结合本省实际，制定本办法。
第二条 本办法所称组织机构，是指国家机关、企业和事业单位、社会团体以及其他依法设立的组织。 本办法所称组织机构代码（以下简称代码），是指由国家编制并赋予组织机构在全国范围内唯一、不变的法定标识。
第三条 本办法适用于本省行政区域内的组织机构。
第四条 省技术监督行政主管部门统一负责全省的代码管理工作。其主要职责是：（一）组织贯彻实施国家和本省有关代码管理的规定，制定代码管理工作的发展规划和年度计划；（二）统一划分代码区段；（三）组织建立代码信息系统；（四）组织实施代码标识制度，并对执行情况进行监督检查；（五）查处违反本办法的行为。
第五条 设区的市、县技术监督行政主管部门在上级技术监督行政主管部门的指导下，负责本行政区域内的代码管理工作。
第六条 各级工商行政管理、民二、编制和税务等有关部门应当按照各自的职责，协助同级技术监督行政主管部门实施代码的管理工作。
第七条 新设立的组织机构应当自设立之日起三十日内，向技术监督行政主管部门申请办理代码登记手续，领取《中华人民共和国组织机构代码证书》（以下简称代码证书）。
第八条 组织机构名称、住所等发生变更的，应当自变更之日起三十日内，向原代码登记部门申请办理代码变更手续。
第九条 本办法施行前设立的组织机构，未办理代码登记手续，或者办理代码登记手续后名称、住所发生变更未办理代码变更手续的，应当自本办法实施之日起六十日内，向技术监督行政主管部门补办代码登记、变更手续。
第十条 组织机构终止后，应当自终止之日起三十日内，向原代码登记部门办理备案手续。
第十一条 组织机构应当按照国家有关规定，接受技术监督行政主管部门组织进行的代码信息检查登记，并按期换领
代码证书。
第十二条 代码证书仅供申领的组织机构持有、使用，任何单位和个人不得伪造、涂改或者转让。 遗失或者损毁代码证书的，应当及时向原代码登记部门申请补发。
第十三条 各级技术监督行政主管部门在代码管理工作中应当简化程序，提高效率，并按照国家有关规定向有关部门和社会提供代码信息业务。
第十四条 申请领取、变更、补发和换领代码证书，应按省财政和物价部门核定的标准向技术监督行政主管部门缴纳工本费。
第十五条 各级技术监督、
工商行政管理、
民工、
编制、
税务、
计划、经济贸易、
财政、
公安、
劳动、
人事、
统计、
国有资产管理等有关部门和金融、保险机构，应当在各类登记、统计报表和有关数据库中设置代码栏目，并在办理组织机构的有关业务或者其他事项时查验其代码证书。
第十六条 违反本办法第七条、第八条、第九条、第十一条和第十二条规定的，由县以上技术监督行政主管部门责令其限期改正，并可处以一百元至一千元的罚款。
第十七条 技术监督行政主管部门的工作人员在代码管理工作中滥用职权、玩忽职守的，由上级行政机关或者有关部门依法给予行政处分，构成犯罪的，由司法机关依法追究刑事责任。
第十八条 本办法自发布之日起施行。

组织设计任务是以组织目标为出发点，以活动分析划分为依据。其内容包括：
（1）部门职能设计：按活动功能划分及整合，形成活动子集——不同的活动子集构成各个部门；将部门子集活动进行分解，形成岗位系列；测定每个岗位的活动总量，设定编制；明确部门及岗位职能。
（2）权力体系设计：包括职权设计、集权与分权，职权的设计要与职能相匹配。
（3）职责设计：职责设计要与职能、职权匹配。
（4）管理幅度、管理层次设计。
